PROVIDING SCHOLARSHIPS TO STUDENTS WITH DISABILITIES TO PURSUE
M.PHIL AND PH.D PROGRAMMES IN HIGHER EDUCATION
(Effective from 1st April 2012)
I. Background
Government of India has launched a Central Sector scheme namely, Rajiv Gandhi
National Fellowship (RGNF) during the financial year 2012-13 to increase
opportunities to students with disabilities for pursuing higher education leading to
degrees such as M. Phil. and Ph.D. The scheme will take effect from 1st April 2012.
The scheme caters the requirements of the students with disabilities for pursuing
research degree in universities, research institutions and scientific institutions. This
will not only enable them to be eligible for employment to the posts of Lecturers lying
vacant in various colleges and universities but will equip them to effectively take
advantage of the growing opportunities at the national and international level in the
context of the new economic order.
II. Scope of the scheme
The scheme caters total number of 200 Fellowship [Junior Research Fellows (JRF)]
per year to students with disabilities. The scheme covers all universities/institutions
recognized by the University Grants Commission (UGC) and Non-
Universities/Institutions and is implemented by the UGC itself on the pattern of
the scheme of UGC Fellowship being awarded to research students pursuing M.Phil.
and Ph.D. These fellowships will be available to students with disabilities who are
covered under The Persons with Disabilities (Equal Opportunities, Protection of Rights
and Full Participation) Act, 1995. Thus, a person with disability who wishes to avail
the benefit under the Act has to obtain a disability certificate from the medical
authority notified for the purpose.
III. Implementing agency
UGC is the nodal agency for implementing the scheme. UGC notifies the scheme by
releasing suitable advertisements in the Press.
IV. Eligibility
i. Any student with disabilities who has been admitted to M.Phil./Ph.D. degree in a
University or academic institution by completing the required formalities for
admission in that University or academic institution is eligible for the award of
Fellowship, subject to provision of the scheme as per the advertisement of
UGC. The candidate must get himself/herself registered for
M.Phil/Ph.D at the first available opportunity but not later than within
a period of two years from the receipt of award letter. This period is
not extendable. However, the actual payment of fellowship will be
made with effect from the date of joining only.
ii. After two years, if the progress in the research works of the awardee is found
satisfactory, his/her tenure will be extended for a further period of three years
as Senior Research Fellowship (SRF). The research work will be assessed by a
three member committee set up by the University. The committee will consist
of the Supervisor, Head of the Department and one outside expert in the
subject. JRF may be terminated in case the progress of the candidate is not
found satisfactory by the committee. The SRF shall be sanctioned on year to
year basis on the recommendation of the Supervisor of the candidate duly
accepted/rejected by the Head of the Department and finally approved by the
Vice-Chancellor. The total period of award of JRF and SRF shall not exceed a
period of five years. The fellowship is paid from the date of registration of the
students in M.Phil./Ph.D. course.
iii. The students with disabilities once considered eligible for the fellowship shall not
be entitled to any other benefits from Central or State Government or any other
body like UGC offering similar benefit to avoid duplication and increase
coverage. Only those doing regular and full time M.Phil./Ph.D. course of a
University/Research Institution shall be eligible for the fellowship. Employees of
any University/College/Educational Institution/Central/State/UT Government
shall be excluded from availing Fellowship, even if they are on Study Leave or
EOL to pursue the M.Phil./Ph.D. course.
V. Number of Fellowships
i. The total number of fellowships to be awarded to the students with disabilities
under the scheme is 200 every year. There is a provision of reservation of
15% for scheduled Castes and 7 ½% for Scheduled Tribes for award
of fellowships respectively under the scheme of Rajiv Gandhi National
Fellowship for Students with disabilities. In case of non-availability of
adequate number of students with disabilities candidate, the number of
fellowship not availed during a year will be carried forward to the next
Academic session.
ii. However, during 2012-13 and 2013-14, the balance number of unutilized JRF
may be extended to deserving students for award of SRF scholarship. This will
be subject to assessment by UGC as per their guidelines for award of SRF
scholarships, within the budget provision of the scheme. In such cases UGC will
consult the Ministry which will take appropriate action.
iii. In case, the number of candidates exceeds the number of available awards, the
UGC will select the candidates based on the percentage of marks obtained by
the candidates in their Post Graduation examination.

VIII. Eligibility for Senior Research Fellowship
In order to qualify for the award of Senior Research Fellowship, the UGC norms
would be applicable.
IX. Procedure for applying for RGNF
i. UGC is the nodal agency for implementing the RGNF scheme for students with
disabilities.
ii. UGC notifies the scheme by inserting suitable advertisement in the press.
iii. UGC is implementing the scheme from the financial year 2012-13 and takes
effect from 01.04.2012.
iv. There is no restriction as regards to the minimum marks in the Post Graduation
examination.
v. It would be sufficient for a student with disabilities candidate to have passed
the Post Graduation Examination for being eligible for the RGNF.
vi. There is no restriction to the effect that a student with disabilities should have
cleared NET/SLET examination for being eligible for receiving the RGNF.
vii. UGC will give one month's time to the candidate for applying for the RGNF.
viii. UGC will select the candidates for award of RGNF.
ix. The distribution of fellowships amongst different States/UTs would primarily be
in the proportion of students with disabilities population in the respective
States/UTs.
x. In case the numbers of fellowships so allocated to a State/UT are not fully
utilized, due to non-availability of eligible candidates, the UGC will allocate the
slots amongst the other States/UTs where the number of eligible candidates is
much more than the slots allocated to that State/UT. A committee consisting of
the representatives of UGC and Ministry of Social Justice and Empowerment will
take this decision.
xi. UGC will evolve a mechanism for identification of the beneficiaries linking with
UID/Aadhar number and ensure on-line/electronic transfer of scholarships to
students.
xii. UGC will also issue a booklet containing all the details about the scheme, for
the benefit of prospective candidates.
xiii. UGC will evolve its own mechanism for verifying the genuineness of the
students with disabilities availing of the RGNF on fake certificate.
xiv. The decision of the UGC in regard to awarding the RGNF shall be final and no
appeal would lie against any decision by UGC in regard thereof.
X. Evaluation and Monitoring
The expenditure on evaluation/monitoring of the fellowship programme shall be met
out of the funds provided for this scheme. Award of SRF should be done after
appropriate evaluation of performance in carrying out the research work by the
candidate in the Junior Research phase.

Travel Grant Scheme for College Teachers/College Librarians/Vice
Chancellors/Commission Members and UGC Officers
1. Introduction
This scheme is for providing financial assistance to permanent teachers and
librarians of colleges and vice-chancellors of state universities, deemed to be
universities and central universities, recognised under section 2(f) and 12 (B) of
the UGC Act, to present research papers at international conferences abroad. In
addition, this facility is available to the permanent teachers of Institutions of
National Importance with a cap of 10% of the total approved cases in a year. The
Commission members and UGC Officers at the level of EO/US and above are also
eligible to apply under this scheme.
2. Objectives
To enable the permanent College Teachers/College Librarians/Vicechancellors/
Commission Members/UGC Officers at the level of EO/US and above to
present their research paper(s) in international conferences. The maximum age
limit for College Teachers/College Librarians/UGC Officers is up to the age of
superannuation and for Vice-Chancellors and Commission Members they should be
in position.
3. Nature of Assistance Available under the Scheme
The financial assistance for permanent teachers of colleges, College Librarians
enlisted in 2 (f) and 12 B of the UGC Act will be paid on 100% once in three years
for the total admissible expenditure such as travel, registration fee, per diem
allowance and visa fee. Vice-chancellors, of State Universities, deemed to be
Universities and Central Universities recognized under section 2(f) and 12(B) of the
UGC Act, UGC Members, UGC Officers and SC/ST/OBC (non creamy
layer)/Physically Handicapped Teachers will be provided financial assistance once in
two years on 100% basis. The necessary document/certificate must be enclosed
with the application for relaxation.
4. Procedure to Apply for Assistance
The application should be sent to the Joint Secretary (Travel Grant), University Grants
Commission, Bahadur Shah Zafar Marg, New Delhi- 110002 in the prescribed application
form along with all necessary enclosures with a copy of the paper, acceptance letter from
the organizers of Conference and the full text of the paper proposed to be presented in the
Conference two months prior to the commencement of the conference. Incomplete
applications will not be considered and no correspondence will be entertained in this
regard. The submission of a proposal does not automatically mean that it has the approval
of the UGC. If the paper is co-authored, then a no-objection certificate(s) from the
author(s) may be attached with the application. In case of two or more applications for the
same paper(s) only one application will be considered and priority will be given to the first
author. The UGC Officers applying under the scheme, need not obtain prior approval of
Chairman before sending the paper in the conference. However, once the paper is accepted
they may apply for financial assistance for their participation in the conference.
5. Submission of the Claim
In order to ensure prompt action in releasing the grant, the applicant shall submit the
following documents within one month after the conference is over:
i. Terms & conditions for the grant for visit of the college teachers for presenting paper
at international conference may be seen in Appendix-I
ii. A statement of account giving full details of expenditure incurred on various items
viz., travel, air port tax, registration fee, visa fee and daily allowance may be filled
in Appendix-II
iii. A utilization certificate in the prescribed format (Appendix-III) from the
college/university auditor/chartered accountant for the total expenditure incurred on
the visit.
iv. The details of assistance received or facilities provided by the organisers of the
conference or any other similar Indian/foreign agency.
v. The amount made available by the College/University/State Government and other
sources.
vi. The amount payable for each item by the UGC as per the terms and conditions.
vii. A brief note on the participation in the conference.
viii. Certificate of participation in the conference.
ix. Conversion rate of the US dollar into Indian currency. (From any bank or other
financial institution)
x. No over writing/correction may be made in the claim bill & utilization certificate.
xi. Original cash memo/Receipt may be enclosed with the claim. If the photocopies are
to the submitted then this should be signed by the applicant.
xii. Paging may be done in all the enclosures attached with the claim bill.
xiii. Details of Bank Account of Principal/Dean/Director may be sent with the claim on
the mandate form (Appendix-IV).
6. Conveyance claim
Persons selected for participation should travel by excursion category tickets in
sectors by the cheapest air ticket by any airlines (in any case not exceeding Air
India fare). Actual fare not exceeding AC II Class train fare will be admissible for
travel from the college headquarters to the nearest airport and back. In case of
Vice-Chancellors, Members of the Commission and UGC Officers it will be as per
entitlement.
7. Per Diem Payment
For the payment of daily allowance the Government of India's rates will be
followed. D.A. will be paid for the duration of the conference plus four days i.e. two
days before and two days after the conference which will include the travel period.
8. Procedure for Approval of the Proposal
The proposal(s) received duly completed in all respects will be evaluated by subject
experts. Based on their recommendation, a final decision will be taken by the UGC.
The proposals of Vice-Chancellors, Commission Members and UGC Officers will be
approved by the Chairman, UGC directly. After the approval, an approval letter is
sent to the candidate.
9. Procedure for release of grant
The entire amount due to the candidate is disbursed in one instalment after the
conference is over and relevant documents are submitted by the applicant.

Terms and conditions for the grant approved by the Commission for visit of the College
teachers almost for presenting paper at International Conference.
1. Commission’s assistance towards expenditure on visit abroad of a College teacher for
presenting paper at an International Conference would be limited to 100% of the
admissible expenditure on the following items on production of receipt with the claim:-
a) Persons selected for participation should travel by excursion ticket in sectors by
the cheapest air ticket (in any case not exceeding air India fare). Actual fare not
exceeding AC-II class train fare will be admissible from the college
headquarter/residence to the nearest air port and back. If the journey performed by
taxi (receipt may be enclosed) / own car (distance may be mentioned), the fare
should the restricted to AC-II class train fare / road mileage according to distance,
may be given.
b) Actual train/bus fare from the Airport abroad to the town where the conference is
held and back. (Receipt may be enclosed).
c) Registration fee. (Receipt may be enclosed).
d) Airport tax. (Receipt may be enclosed).
e) Visa fee. (Receipt may be enclosed).
f) Daily allowance will be paid as per the existing rates of Govt. of India.
(Attendance certificate may be enclosed).
(The above are inclusive rates and cover all expenses on abroad, lodging, incidental
expenditure and internal travel with in the country concerned and no other per diem rates
are allowed)
g) For the payment of daily allowance the Government of India’s rates will be
followed D.A. will be paid for the duration of the conference plus four days i.e.
two days before and two days after the conference. If the journey period is less
than two days before and two days after than actual DA will be given for the
journey period.

INTRODUCTION
It is observed that number of girls as against boys in certain states is declining which is a
matter of great concern. The females are even forced to give birth to male child. In such
circumstances education of women needs to be used and effective means for their
empowerment and education will prepare them to have a control over their lives. The
mindset which militates against the girl child could not keep pace with economic progress
and literacy. The Govt. of India declared elementary education as a basic human right of
every child. The Union Government of India has taken various steps to uplift the status of
women by implementing various schemes including free education for girls.
In order to achieve and promote girls education, UGC has introduced a Post Graduate
Indira Gandhi Scholarship for Single Girl Child with an aim to compensate direct costs of girl
education to all levels especially for such girls who happen to be the only girl child in their
family.
OBJECTIVES
The objectives of the proposed scheme are:
a) To support post graduate education of single girl child in non-professional courses
only.
b) To recognize the value of observance of small family norm.
TARGET GROUP AND ELIGIBILITY
Target group
The girl students who are admitted to various non-professional PG courses in
Universities / Colleges and happen to be the only girl child in the family without having any
brother or the girl student who are twin daughters/ fraternal daughter may also apply for
scholarship under the aforesaid scheme.
Eligibility
Any single girl child of her parents. In a family if one son and one daughter is available then
girl child will not be considered for scholarship under the scheme. The scheme is
applicable to such a single girl child who has taken admission in regular, full-time 1st
year Masters Degree course in any recognized university or a post graduate college.
This scholarship is available to PG-I year student only. Admission to PG Course in
Distance education mode is not covered under the scheme.
Age: Girl students up to the age of 30 years at the time of admission in PG courses are
eligible.
NATURE OF ASSISTANCE AVAILABLE UNDER THE SCHEME
- The number of slots for scholarships may be decided every year on the basis of
eligible application correct in all respects, received through online mode against the
advertisement to be published in National Dailies as well as on the UGC website.
- The selection would be made by the Expert committee as per the procedure of the
commission. The result in respect of the list of selected candidates will be uploaded on
the UGC website www.ugc.ac.in . Simultaneously, the award letter will also be
uploaded on UGC website which may be downloaded with the respective ID generated
at the time of processing of the submission of their application form through online
mode.
- It is expected from the institutions where student has taken admission in the first year
PG course, no tuition fees will be charged by the institute from girl students to pursue
PG degree course in Universities/Colleges/Institutions covered under Sections 2(f) and
12(B) of UGC Act.
- The value of Scholarship is Rs.2,000/- p.m for a period of two years only (10 months in
the year) i.e. full duration of a PG course.
- No other additional grant will be payable in lieu of hostel charges and medical charges
etc.
PROCEDURE FOR MONITORING
- The progress of the scholar is monitored by the head of the department. The scholar is
required to submit quarterly continuation certificate dully signed by the head of the
department to the designated branch of nominated bank.
- Students desirous of leaving the studies mid-way without completing post graduate
degree will have to take prior approval from the UGC by submitting an application
along with the justification through the concerned Universities/Colleges/Institution.
- Any student who discontinues the studies without prior approval of the UGC will have
to refund the whole amount through e-mode(RTGS/NEFT) directly to UGC account.
- No extension is permissible beyond two years.
- The student who is awarded Post-Graduate Indira Gandhi Scholarship will not be
debarred from accepting any other scholarships.
- The student availing this scheme will submit a certificate/marksheet of completion of
Post Graduate course dully signed by the head of the department.
CANCELLATION OF SCHOLARSHIP
UGC may terminate scholarship of any student in case of :
a) Misconduct of the awardees, if any, reported by the University/College/Institution.
b) Unsatisfactory progress report i.e. if the candidate scores less than 55% marks in the
first year of Master’s programme (50% in case of Physically Challenged awardee)
c) Candidates being found ineligible at a later date shall face the penal action and will
also be liable to refund the entire scholarship amount paid.

1. The candidate is required to submit an application only through ONLINE MODE.
2. Proof of admission to Ist Year Master’s degree course in a recognized Indian
University covered under Section 2(f) and 12(B) of UGC Act.
3. A certificate from the College/University where student have taken admission to first
year PG Course in the current academic year.
4. An affidavit on Rs.50/- Stamp paper from the student/parent duly attested by SDM /
First Class Magistrate / Gazetted Officer (not below the rank of Tahsildar) copying the
prescribed languages.

12th PLAN GUIDELINES FOR PROVIDING GRANTS TO UNIVERSITY/COLLEGE
TEACHERS FOR MINOR RESEARCH PROJECT
1. INTRODUCTION & OBJECTIVES
The major number of researchers in all streams work as teachers in the universities and
colleges. Hence, UGC provides financial support to meet their requirements for
individual and excellent research in specialized areas.
2. ELIGIBILITY/TARGET GROUP:
The University Grants Commission will provide financial assistance to Universities and
Colleges (Under Section 2(f) and 12 B of UGC Act, 1956 only) permanent/regular, working
teachers preferably Assistant Professors (Lecturers) who wish to undertake, along with
teaching work, a Minor Research Project or working for doctorate degree under an
approved supervisor.
The permanent teachers working in self financing Institutions [Self financing colleges
subject to fulfilment of conditions stipulated in the UGC (Fitness of Institution for grant
Rules, 1975) and subject to the condition that fees charged by such colleges are in
accordance with the State/University fee regulations or as laid down by any law in force
also eligible to apply under the scheme.
A working teacher can avail only one project/ scheme of the UGC at any given time. The one,
which is offered and accepted first irrespective of Principal Investigator must be completed
before the other offer is accepted. Failure to abide by this rule shall make the Principal
Investigator and the Institution liable to refund the entire amount paid by the UGC in all
such schemes. They may be also debarred from participation in future UGC
programmes. It would be the responsibility of the Principal Investigator and the host Institution
for total accountability of the project. After completion of one project (date of finalization of
accounts of the project). If a teacher desires to undertake another UGC project, a gap of
one year will be necessary. The Principal Investigator should publish two papers in a reputed
journal in the form of Books/Article/Presentation in seminar etc. from the said project
completed.
Only the teaching faculty of Library Science, Physical Education will also be eligible to
participate in the scheme.
Colleges/Universities/ Institutions forwarding the proposal should have adequate
research facilities.

3. NATURE OF ASSISTANCE:
The quantum of assistance for a research project will be as under:
Minor Research Project in Sciences including Engineering & Technology, Medical,
Pharmacy Agriculture etc. - Rs. 5.00 lacs.
Minor Research Project in Humanities, Social Science, Languages, Literature, Arts, Law
and allied disciplines - Rs. 3.00 lacs.
Non-Recurring Grants
a. Equipment (Minor equipments only)
b. Books and Journals
The equipment as well as books & journals grants may be utilized to procure the essential
equipments and books & journals needed for the proposed research work.
The equipments and books & journals acquired by the Principal Investigator under a Minor
Research Project must be deposited to University/ College/Institution or in the departmental
library or the central library after the completion of the project which will be the institutional
property.
Recurring Grant
(a) Hiring Services
This is meant for specialized technical work, such as sample analysis, for which the
University/Institution either has no infrastructure or such services are available on payment
basis.
(b) Contingency
The admissible contingency grant may be utilized on spares for apparatus, photo-stat copies
and microfilms, typing, stationary, postage, telephone calls, internet, fax, computation and
printing needed for the project. Expenditure towards the audit fee may also be claimed under
contingency head.
(c)Special Needs : Assistance may be provided for any other special requirement in
connection with the project which is not covered under any other ‘Head’ of assistance under the
scheme.
(d) Chemicals and Consumables
To meet expenditure on chemicals, glassware and other consumable items.

(e) Travel and Field Work
The amount allocated under the head travel/field work is to be utilized for data collection and
collection of other information such as documents and visit to libraries within the general scope
and sphere of the ongoing project. This should not be used for attending conferences,
seminars, workshops and training courses etc. They may also avail special casual leave/duty
leave for field work/collection of data as per University rules.
(f) Re-Appropriation
The Principal Investigator may re-appropriate maximum 20 per cent of the recurring grant
allocated under each head with the permission of Registrar/Principal under intimation to the
UGC with the justifications.
(g) Tenure and Implementation
Two years.
The effective date of implementation of the project will be mentioned in approval-cumsanction
letter.
4. PROCEDURE FOR APPLYING
All eligible teachers in colleges may submit their Minor Research Proposal applications from 1st
April to 31st july in the prescribed proforma to the concerned Regional Offices of UGC located
at Bhopal, Kolkata, Guwahati, Hyderabad, Bangalore and Pune. The teachers from the
colleges in the Northern Region including Delhi may apply to the UGC Northern Region
Colleges Bureau (NRCB) at 35, Feroze Shah Road, New Delhi – 110 001. . Before
submission, the concerned institute should get the proposal assessed by their Research bodies
with a certificate that the proposed research work is in conformity with the Minor Research
Project guidelines.
The Minor Projects of the University teachers will be dealt by the concerned University
out of the development grants.
5. PROCEDURE FOR APPROVAL
The received proposals duly forwarded by the Colleges will be assessed with the help of a
subject expert committee constituted by the UGC at concerned Regional Offices. The final
decision will be taken by the UGC on the basis of recommendations made by the Committee
and the availability of funds under the scheme.
The Universities should also comply with these guidelines in case of Minor Research
Projects.
6. PROCEDURE FOR RELEASE OF GRANTS
The first instalment of the grant shall comprise of 100% of the Non – Recurring and 50% of the

total Recurring grant approved by the Commission for the total duration of the project. The grant
will be released to the Principal of the College.
On receipt of Annual Progress Report, statement of expenditure and utilization certificate of 1st
instalment of grant, the 40% of the total recurring grant will be released as second instalment.
Remaining 10% will be released on receipt of following completion documents as final
reimbursement:
1. copy of the final report of project along with soft copy.
2. A consolidated itemwise detailed statement of expenditure incurred during the complete
project period in the prescribed proforma duly signed and sealed by the Principal and
the Principal Investigator
3. A consolidated Audited Utilization Certificate for the amount actually utilized towards the
project duly signed and sealed by Govt. Internal Auditor/ Chartered Accountant,
Principal as well as the Principal Investigator in the prescribed proforma.
4. The unutilized grant if any, may be refunded immediately through demand draft drawn in
favour of the Joint Secretary of the concerned Regional Offices of UGC.
It is mandatory to post the Executive summary of the report, Research documents,
monograph, academic papers published under Minor Research Project on the website
of the University/College.
The Principal Investigators/Institutions are expected to settle the accounts immediately on
completion of the project. In case the balance grant, if any, is not claimed within six months
from the date of completion of the project, the same will lapse and no representation will
be entertained on this behalf.
7. GENERAL
a) After finalisation of the selection procedure of the Minor Research projects the names of the
selected PIs will be posted on the UGC website. The PIs should check their names and send
their acceptance certificate duly forwarded by the Principal of the institutions immediately to the
concerned Regional Offices to enable the UGC to send the approval/sanction letters.
(b) Project is not transferable in any case.
c) If the PI is transferred from his/her original place of work to another Institution (under Section
2 (f) and 12 (B) of the UGC Act, 1956 ) No Objection Certificate should be furnished for the
transfer of the project from both the Institutions stating that necessary facilities will be provided
by the Institution in which the awardee is transferred for the smooth functioning of the project.
d) If a Principal Investigator fails to complete the project, he/she has to refund the entire
amount released with interest.
e)No extension in tenure is permissible in any circumstances.

1. INTRODUCTION
The University Grants Commission strives to promote teaching and research in emerging areas in
Humanities, Social Sciences, Languages, Literature, Pure sciences, Engineering & Technology,
Pharmacy, Medical, Agricultural Sciences etc. The emphasis would be supporting such areas that cut
across disciplines and subjects such as health, gerontology, environment, biotechnology,
nanotechnology, stress management, WTO and its impact on economy, history of science, Asian
philosophy and many other areas as would be identified by subject experts. There are disciplines such as
defence and strategic studies which include national security affairs, insurance and banking, economics
and world trade which in a true sense are multidisciplinary in nature, cutting across disciplines of
sciences, humanities and social sciences, and are of importance in a rapidly changing global scenario.
These and allied disciplines need to be studied and researched in a more organized manner.
Institutionalization of such activities is a need of the present times.
2. OBJECTIVES
The universities have been the centres of research. Although, the Government has a network of
science and technology laboratories for research and development, the major base of researchers
in science and technology remains with the universities and colleges. Hence, university and
college teachers need to be supported to meet their requirements for individual research in
specialized areas.
To promote excellence in research in higher education by supporting research programmes of
University and College teachers in various disciplines.
3. ELIGIBILITY/TARGET GROUP:
The University Grants Commission will provide support to permanent/regular, working/retired
teachers in the Universities and Colleges (Under Section 2(f) and 12 B of UGC Act, 1956) only.
The permanent teachers working in self financing Institutions [Self financing colleges subject to
fulfilment of conditions stipulated in the UGC (Fitness of Institution for grant Rules, 1975) and
subject to the condition that fees charged by such colleges are in accordance with the
State/University fee regulations or as laid down by any law in force also eligible to apply under the
scheme.
A teacher, working or retired can avail only one project/ scheme of the UGC at any given time. The one,
which is offered and accepted first irrespective of Principal Investigator/Co-Investigator, must be
completed before the other offer is accepted. Failure to abide by this rule shall make the Principal
Investigator/Co-Investigator and the Institution liable to refund the entire amount paid by the UGC
in all such schemes. They may be also debarred from participation in future UGC programmes. It
would be the responsibility of the Principal Investigator/Co-Investigator and the host Institution for total
accountability of the project. After completion of one project (date of finalization of accounts of the
project). If a teacher desires to undertake another UGC project, a gap of one year will be necessary.
The Principal Investigator should publish two papers in a reputed journal in the form of

Books/Article/Presentation in seminar etc. from the said project completed.
Retired teachers can apply under the scheme up to the age of 67 years and must have a Co-Investigator
(Permanent Teacher) from the same Department, where the project is likely to be undertaken.
Only the teaching faculty of Library Science, Physical Education, Principals and Vice-Chancellors
will also be eligible to participate in the scheme.
Colleges/Universities/ Institutions forwarding the proposal should have adequate research
facilities.
4. NATURE OF ASSISTANCE:
The quantum of assistance for a research project will be as under:
Major Research Project in Sciences including Engineering & Technology, Medical, Pharmacy
Agriculture etc. - Rs. 20.00 lacs.
Major Research Project in Humanities, Social Science, Languages, Literature, Arts, Law and allied
disciplines - Rs. 15.00 lacs.
The Commission will provide financial support for the items like Equipment, Books and Journals, (Project
Fellow), Hiring Services, Contingency, Chemicals and Consumables, Travel and Field work.
Non-Recurring Grants
a. Equipment
b. Books and Journals
The equipment as well as books & journals grants may be utilized to procure the essential equipments
and books & journals needed for the proposed research work.
The escalation, if any, in the cost of approved equipment may be met out of savings/re-appropriation
from Non-recurring head only with the approval of Principal/ Registrar of the college/ University under
intimation to the Commission.
The equipments and books & journals acquired by the Principal Investigator under a Major Research
Project must be deposited to University/ College/Institution or in the departmental library or the central
library after the completion of the project which will be the institutional property. The
University/colleges/Institution should make every effort to put all the equipment available in the
laboratories in effective use.
Recurring Grants
a. Honorarium to Retired Teachers
Honorarium to retired teachers is admissible at the rate of Rs.18,000/- p.m. upto the age of 70 years. If the Principal
Investigator attains the age of 70 years during middle of the tenure of the project and some more work needs to be
done, the Principal Investigator should complete the work without any honorarium for the rest of the period. If a
teacher retires during the tenure of the project, he/she will also be eligible for honorarium on receipt of an affidavit
indicating his/her date of birth, date of superannuation and that he/she is not employed anywhere or is not drawing

honorarium from any other Government/Non-Government organization, duly oath commissioned and witnessed by
the Registrar/Principal/Director of the University/College/Institute.
b Project Fellow
Project Fellow may be appointed with a consolidated fellowship of:
i) NET/GATE qualified-Rs. 16,000/- p.m. for initial 2 years and Rs. 18,000/- p.m. for the third year.
ii) Non-GATE/Non-NET- Rs. 14,000/- p.m. for initial 2 years and Rs. 16,000/- p.m. for the third year.
The person to be considered for appointment as Project Fellow must have second class master degree with
a minimum of 55% marks for general category (50% in case of SC/ST/PH) or M.Phil in the subject concerned or a
related subject. The candidate to be appointed as Project Fellow should be below the age of 40 years at the time of
appointment. The Project Fellow should do work full time in the project and get the fellowship from one
source only.
The Retired Principal Investigators are not entitled for Project Fellow. They should do work full time research.
HRA
Suitable hostel type accommodation may be provided for Project Fellow failing which they are eligible for HRA as
per rules of the University/Institution.
Project Fellow who has been provided accommodation in a hostel recognized/ maintained by the Institution may be
reimbursed the hostel fee.
Leave
The Female Project Fellows would be eligible for maternity leave at full rates for a period not exceeding
four months once only during the tenure of MRP. Project fellows will not be entitled to avail vacations, e.g.,
summer, winter and pooja etc.
MEDICAL FACILITIES
Project fellow may be provided medical facilities as per rules of the University/Institution. However, the UGC will not
provide any financial assistance on this account.
MODE OF SELECTION
The selection of the Project Fellow may be made by an open selection through a duly constituted Selection
Committee. The constitution of the Selection Committee will be as under:
1 Head of the Department will act as Chairperson
2 One Subject Expert (External) (from the institute other than the Institute where the project is undertaken)
3 One nominee of the Vice-Chancellor/Head of Institution/Principal (in case of college)
4 Principal Investigator
The University/College should inform the UGC in the prescribed proforma certifying that all norms have

been followed while selecting the Project fellow.
The University/College(s) will disburse fellowship amount to the Project Fellow from the date of joining out of first
instalment released to the Principal Investigator which also includes 50% of the fellowship of the Project Fellow.
(c) Hiring Services
This is meant for specialized technical work, such as sample analysis, for which the University/Institution
either has no infrastructure or such services are available on payment basis. Stenographic/ Data Entry
Operator services may be hired for the purpose of preparation of questionnaire/ schedule or report writing
and not for routine correspondence.
Such of the Principal Investigators who have not been given Project Fellow on a regular basis, may hire a
person for technical assistance and the person so engaged must fulfil the qualifications prescribed for
Project Fellow. He/she may be paid remuneration at par with the Project Fellow, limited to a maximum of
6 months in the total tenure of the project.
(d) Contingency
The admissible contingency grant may be utilized on spares for apparatus, photo-stat copies and
microfilms, typing, stationary, postage, telephone calls, internet, fax, computation and printing needed for
the project. Expenditure towards advertisement for post of Project Fellow and the audit fee may also be
claimed under contingency head.
(e)Special Needs : Assistance may be provided for any other special requirement in connection with the
project which is not covered under any other ‘Head’ of assistance under the scheme.
(f) Chemicals and Consumables
To meet expenditure on chemicals, glassware and other consumable items.
(g) Travel and Field Work
The amount allocated under the head travel/field work is to be utilized for data collection and collection of
other information such as documents and visit to libraries within the general scope and sphere of the
ongoing project. This should not be used for attending conferences, seminars, workshops and training
courses etc. However, the PI’s may travel by air or any other mode of transport if they are entitled for the
same in their parent Organisation/Institutions restricted to the allocation under the concerned head. They
may also avail special casual leave/duty leave for field work/collection of data as per University rules.
Foreign travel is strictly prohibited in this scheme.

(h) Institutional Overheads (only for institution)
The host Institute will be provided additional grant to the tune of 10% (ten percent) of the approved
recurring grant as overhead cost, to provide infrastructural facilities including office support, administrative
and accounting services to the PI’s.
(i) Re-Appropriation
The Principal Investigator may re-appropriate maximum 20 per cent of the recurring grant allocated
under each head with the permission of Registrar/Principal under intimation to the UGC with the
justifications. The fellowship/Honorarium/Institutional overhead grants cannot be re-appropriated.
(j) Tenure and Implementation
Three years.
The effective date of implementation of the project will be given by the Commission in approvalcum-
sanction letter.
5. PROCEDURE FOR APPLYING
All eligible teachers may submit their MRP applications ONLINE from 1st April to 31st july in the prescribed
proforma available on the UGC website. Before submitting to the UGC the concerned institute should get
the proposal assessed by their Research bodies with a certificate that the proposed research work is in
conformity with the MRP guidelines. The downloaded three (3) copies of the same duly forwarded by the
Registrar/Principal of the concerned University/College/Institution should be brought at the time of
interface meeting.
The Minor Projects will be dealt by the concerned University out of the development grants.
The College teachers who wish to avail financial assistance for Minor Research Project should
submit their Minor Research Proposal applications in the proforma to the UGC Concerned
Regional Office located at Bhopal, Kolkata, Guwahati, Hyderabad, Bangalore and Pune. ( list of
Regional office is attached). The teachers from the colleges in the Northern Region including
Delhi may apply to the UGC Northern Region Colleges Bureau at 35, Feroze Shah Road, New
Delhi – 110 001.
6. PROCEDURE FOR APPROVAL
Major Research Project
The proposals (Online and downloaded) received duly forwarded by the concerned Universities/Colleges
will be assessed with the help of a subject expert committee constituted by the UGC. The Principal
Investigators whose proposals found complete in all respect will be invited for making presentations
before the Committee. No TA/DA would be paid to the participants. The final decision will be taken by the

UGC on the basis of recommendations made by the Committee and the availability of funds under the
scheme.
7. PROCEDURE FOR RELEASE OF GRANTS
Universities:
The first instalment of the grant shall comprise of 100% of the Non – Recurring including Over Head
Charges, and 50% of the total Recurring grant approved by the Commission for the total duration of the
project. The grant will be released to the Registrar/Principal of the University/College.
The amount released may be spent according to the approved heads/items within the approved allocation
mentioned in sanction letter.
After one and a half year from the date of implementation of the project the UGC will organize Mid-term
evaluation interface meeting wherein PI will present the progress of the project before the subjects
experts. On the basis of recommendations of the experts, progress report, expenditure statement and
utilization certificate, the UGC will release the 40% of the total recurring grant as the second instalment. If
the Non-Recurring grant is not utilized before Mid-term Evaluation meeting, prior permission may be
obtained from the Vice-Chancellor of the University.
Remaining 10% will be released on receipt of following completion documents as final reimbursement.
A copy of the final report of project along with soft copy.
It is mandatory to post the Executive summary of the report, Research documents, monograph,
academic papers provided under Major Research Project on the website of the University/College.
Month – wise and year – wise detailed statement of expenditure towards salary of staff appointed under
the project.
A consolidated item – wise detailed statement of expenditure incurred during the complete project period
in the prescribed proforma duly signed and sealed by Registrar/Principal and the Principal Investigator.
A consolidated Audited Utilization Certificate for the amount actually utilized towards the project duly
signed and sealed by Govt. Internal Auditor/ Chartered Accountant, Registrar/Principal as well as the
Principal Investigator in the prescribed proforma.
The unutilized grant if any, may be refunded immediately through demand draft drawn in favour of the
Secretary, University Grants Commission, payable at New Delhi.
The Principal Investigators/Institutions are expected to settle the accounts immediately on completion of
the project. In case the balance grant, if any, is not claimed within six months from the date of
completion of the project, the same will lapse and no representation will be entertained on this
behalf.

8. MONITORING AND EVALUATION
The UGC will invite the fresh proposals from 1st April to 31st July of every year and final selection
committee meetings will be organised subsequently.
Mid-term evaluation meetings for ongoing projects will be organised by the bureau after completion of
minimum one and half year.
The Commission would decide the continuance of the project on the recommendations of the
UGC Mid-Term Evaluation Committee. If Principal Investigator fails to attend mid-term review
meetings, the Commission may discontinue/ cancel the project in normal circumstances and
entire amount to be refunded by the Principal Investigator to the UGC.
After the completion of project tenure i.e. 3 years the parent institution of PI’s should arrange to make the
final assessment/evaluation of the project minimum by two expert members not belonging to their
institution. Then institution should forward the completion documents along with the expert committee
report.
9. GENERAL
a) After finalisation of the selection procedure of the Major Research projects the names of the selected
PI will be posted on the UGC website. The PI should check their names and send their acceptance
certificate duly forwarded by the Registrar/Principal of the institutions immediately , to enable the UGC to
send the approval/sanction letters.
(b) Project is not transferable in any case.
c) Any Principal Investigator, who wants to go on any assignment outside the country not exceeding
three months, in the absence of Principal Investigator Co-Investigator may act as Principal Investigator.
d) If the PI is transferred from his/her original place of work to another Institution (under Section 2 (f) and
12 (B) of the UGC Act, 1956 ) No Objection Certificate should be furnished for the transfer of the project
from both the Institutions stating that necessary facilities will be provided by the Institution in which the
awardee is transferred for the smooth running of the project.
e)PI may publish the results of the study on the project acknowledging the contribution made by the staff
appointed for the project and the support received from the UGC.
f) Project Fellow engaged in the project may enrol for Ph.D. The data generated and the results obtained
out of the Project may be incorporated by the Project Fellow in his/her thesis with the concurrence of the
Principal Investigator.
g) If a Principal Investigator fails to complete the project, he/she has to refund the entire amount
sanctioned with interest.
h)No extension in tenure is permissible in any circumstances.
